A rental agreement format in Tamil is valid in Tamil Nadu if it is in writing and the Rent Authority is informed. The Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017 requires this, and the Authority issues a registration number. Write it in Tamil, English or both, covering parties, rent, deposit, term and notice.
Most pages that promise a Tamil format show English-only templates or search results. This guide covers what they skip: a bilingual clause map with standard Tamil headings, sample Tamil wording for the key clauses, the Tamil Nadu rules your agreement has to respect, and the stamp duty and registration figures listed on TNREGINET. It is written in English so tenants and landlords from outside Tamil Nadu can follow it too.
Rental agreement format in Tamil: what it must contain
A Tamil rental agreement (வாடகை ஒப்பந்தம், vaadagai oppandham) has the same legal backbone as any rental agreement in India. The language does not change validity; the content, signatures, stamp duty and Rent Authority intimation do. At minimum it should record:
- Names, addresses and ID details of the landlord (வீட்டு உரிமையாளர்) and tenant (வாடகைதாரர்).
- The property address and what is included, such as parking and fittings.
- Monthly rent (வாடகை), due date and payment method.
- Security deposit (முன்பணம் / வைப்புத் தொகை) and refund terms.
- Start date, term and notice period (அறிவிப்பு காலம்).
- Maintenance, utilities, subletting and rent revision rules.
- A field for the Rent Authority registration number (பதிவு எண்).
- Signatures (கையொப்பம்) of both parties and two witnesses (சாட்சிகள்).
The quickest route is to build the full agreement in English, then attach a Tamil version or bilingual headings that both parties sign. Bilingual clause-by-clause format (English and Tamil)
Use this table as the skeleton of a bilingual agreement. Headings are standard Tamil usage; have the final Tamil text read by someone fluent before signing. This is not an official government format.

|---|---|---|

| Rent increase | வாடகை உயர்வு | Agreed revision, or three months' written notice |
| Maintenance | பராமரிப்பு | Who handles minor and major repairs |
| Electricity and water charges | மின் கட்டணம் / தண்ணீர் கட்டணம் | Who pays, meter numbers |
| Notice period | அறிவிப்பு காலம் | Months of written notice for either side |
| Vacating the premises | காலி செய்தல் | Condition at handover, key return |

Parties and property
It means: "This rental agreement is made on [date] between [name] (landlord) and [name] (tenant)." Follow it with the full property address under சொத்து விவரம்.
Rent, deposit and term
Sample rent clause: "மாத வாடகை ரூ. [தொகை]; ஒவ்வொரு மாதமும் [தேதி]க்குள் செலுத்தப்பட வேண்டும்." ("Monthly rent is Rs [amount], payable by [date] each month.") ("The tenant has paid Rs [amount] as deposit; it will be returned within one month of vacating, less reasonable deductions.")
Maintenance, subletting, notice
Sample subletting clause: "வாடகைதாரர் வீட்டை உள்வாடகைக்கு விடக்கூடாது." ("The tenant shall not sublet the house.") Sample notice clause: "இரு தரப்பினரில் எவரேனும் [எண்] மாத எழுத்துப்பூர்வ அறிவிப்பு கொடுத்து இந்த ஒப்பந்தத்தை முடித்துக் கொள்ளலாம்." ("Either party may end the agreement by giving [number] months' written notice.") Sample maintenance clause: "சிறு பழுதுகளை வாடகைதாரரும், பெரிய பழுதுகளை வீட்டு உரிமையாளரும் சரி செய்ய வேண்டும்." ("Minor repairs are the tenant's responsibility and major repairs the landlord's.")
If you sign both a Tamil and an English version, add a language clause so a mismatch cannot become a dispute: "இந்த ஒப்பந்தத்தின் தமிழ் மற்றும் ஆங்கில வடிவங்களுக்கு இடையே முரண்பாடு இருந்தால், ஆங்கில வடிவமே செல்லுபடியாகும்." ("If the Tamil and English versions of this agreement conflict, the English version shall prevail.") Swap the words if you want the Tamil version to prevail.
Tamil Nadu rules your agreement must follow (2017 Act)
Tamil Nadu tenancies in urban areas are governed by the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017 (Act 42 of 2017), which received the Governor's assent on 4 August 2017 and has been amended several times up to 2022. It repealed the old Tamil Nadu Buildings (Lease and Rent Control) Act, 1960. Under the new Act, the Rent Authority and the Rent Court are the forums for tenancy matters.
Inform the Rent Authority and get a registration number
Section 4(1) says no premises may be let except by a written agreement that landlord and tenant jointly inform to the Rent Authority in the form in the First Schedule. Under section 4(4) the Rent Authority registers it and provides a registration number. The deadline is set by rules "as may be prescribed"; it is commonly cited as 90 days, so confirm the current period on the Tamil Nadu tenancy registration portal, which states that tenancy agreements should be written and compulsorily registered with the Rent Authority. For tenancies that already existed when the Act began, section 4(2) set a separate period, extended by amendment to 575 days.
Security deposit cap
Section 11 makes it unlawful, save an agreement to the contrary, to charge a security deposit of more than three times the monthly rent. The deposit must be refunded within one month of the tenant vacating, after lawful deductions. Because of the "agreement to the contrary" wording, write the deposit amount and refund terms clearly rather than relying on the default.
Rent increases need notice
Section 9 lets rent be revised as the agreement provides. If the agreement is silent, the landlord must give written notice three months before the revised rent is due. The Act also requires the landlord to give the tenant one original set of the agreement and a receipt for rent paid.
| Section | Rule | What to write in your agreement |
|---|---|---|
| 4(1) | Tenancy only by written agreement, jointly informed to the Rent Authority | Clause that both parties will submit the intimation |
| 4(4) | Rent Authority registers and issues a number | Blank field for the registration number (பதிவு எண்) |
| 9 | Rent revision as agreed, else three months' written notice | Revision rate and timing, or the notice rule |
| 11 | Deposit up to three months' rent (save agreement to the contrary); refund within one month | Deposit amount, deductions allowed, refund timeline |
| 12-13 | Original agreement to tenant; receipts for rent | Number of originals; how receipts will be given |
Stamp duty, notary and registration in Tamil Nadu
TNREGINET, the Tamil Nadu Registration Department's portal, lists these charges for a lease below 30 years (Duty and Fees, as listed on 30 September 2026):
- Stamp duty: 1% of the total rent, premium, fine and similar sums, including the security deposit (included since 3 May 2024).
- Registration fee: 1%, subject to a maximum of Rs 40,000.
As an illustration only, an 11-month agreement at Rs 15,000 a month with a Rs 45,000 deposit has total rent of Rs 1,65,000; adding the deposit gives Rs 2,10,000, so 1% stamp duty is Rs 2,100. Whether an 11-month let is also registered at the sub-registrar depends on the parties and local practice, so confirm on TNREGINET before signing.
A notary public's attestation is optional; it does not replace Rent Authority intimation or registration.
How to prepare and sign your Tamil rental agreement: step by step
- Agree the terms: rent, deposit (within the three-month default unless you agree otherwise), term, notice and maintenance.
- Draft in English: use a generator or template; see our rent agreement format in Word and PDF for editable versions.
- Add the Tamil version: use the clause map above for headings or a full Tamil translation, and state which language prevails if they differ.
- Pay stamp duty: buy the e-stamp at the correct value for Tamil Nadu.
- Sign: both parties and two witnesses sign every page, in Chennai or wherever you execute it.
- Inform the Rent Authority: submit the joint intimation through tenancy.tn.gov.in within the prescribed period and record the registration number. The portal's helpdesk is 1800 599 01234 ([email protected]).
- Hand over the original: the tenant gets one original set; keep scans for both parties.
Common mistakes in Tamil rental agreements
- Skipping the Rent Authority step: an agreement kept in a drawer does not meet section 4.
- Deposit higher than three months' rent without saying so clearly: if you agree a higher amount, record it expressly.
- No rent revision clause: without one, any increase needs three months' written notice.
- Tamil and English versions that disagree: add a line stating which version prevails.
- Wrong stamp value: calculate 1% of total rent plus the security deposit using the current TNREGINET listing, not an old figure. Some secondary sources still quote a Rs 20,000 registration-fee cap; TNREGINET lists Rs 40,000.
- Treating notarisation as registration: see our notary rent agreement format for what a notary does and does not do.
Frequently asked questions
Is a rental agreement written in Tamil legally valid?
Yes. Language does not decide validity. A Tamil, English or bilingual agreement is valid if it is in writing, correctly stamped, signed by both parties and, in Tamil Nadu, informed to the Rent Authority under the 2017 Act.
Is registration with the Rent Authority mandatory in Tamil Nadu?
Section 4 of the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017 requires tenancies to be by written agreement jointly informed to the Rent Authority, which issues a registration number. The tenancy.tn.gov.in portal describes this as compulsory registration.
How much security deposit can a landlord take in Tamil Nadu?
Under section 11, unless the agreement says otherwise, the deposit cannot exceed three months' rent, and it must be refunded within one month of the tenant vacating, after lawful deductions.
Can the landlord increase rent in the middle of the agreement?
Only as the agreement allows. If it is silent, section 9 requires the landlord to give written notice three months before the revised rent is due.
Do I need a notary for a rental agreement in Tamil Nadu?
Notarisation is optional. It does not replace Rent Authority intimation or, where required, registration at the sub-registrar office.
